It’s in Chapter 5 of Personal Justice Denied: Report of the Commission on Wartime Relocation and Internment of Civilians, which tells this story and more. For context on this important 1982 report, and the hearings that led to it, and its part in building the case for the token compensation payments of $20,000 to incarcerees, see the Densho Encyclopedia.
